The United Nations has published a special report entitled “The Pivotal Role of Reliable and Stable Energy Connectivity in Driving Sustainable Development: Perspectives and Recommendations" (open here). The special report was prepared by the United Nations pursuant to General Assembly resolution 80/131, adopted on 15 December 2025 at the initiative of Turkmenistan.

Submitted for further consideration at the eighty-first session of the General Assembly, the document brings together the views of Member States and UN entities on strengthening international cooperation in the energy sector.

A dedicated section examines the International Meeting of Experts on Enhancing Energy Connectivity, held in Ashgabat on 16–17 October 2024. By hosting this meeting, Turkmenistan made a practical contribution to advancing multilateral dialogue on energy security and sustainable development.

The report presents the recommendations developed in Ashgabat, covering cross-border energy infrastructure, investment, the harmonization of regulations and standards, diversification of energy sources, energy efficiency and emerging technologies. Particular emphasis is placed on strengthening regional and international cooperation, sharing knowledge and continuing intergovernmental dialogue.

The inclusion of the Ashgabat meeting’s outcomes in the UN report reflects Turkmenistan’s substantive contribution to shaping the international agenda on reliable and stable energy connectivity. The country’s initiatives connect deliberations within the General Assembly with expert work on practical areas of cooperation.

The document also draws on findings of the United Nations Economic Commission for Europe concerning the potential for integrating Central Asian energy systems. Stronger regional connectivity can improve the reliability and affordability of energy supplies, reduce electricity production and infrastructure costs, and expand the use of renewable energy.

The agenda promoted by Turkmenistan supports energy security, mutually beneficial cooperation and progress towards Sustainable Development Goal 7: ensuring access to affordable, reliable, sustainable and modern energy for all.
