STATEMENT by Ambassador Aksoltan Ataeva Permanent Representative of Turkmenistan to the United Nations at the Ambassadorial-level Quarterly Briefing to Member States

Mr. Under-Secretary-General Voronkov,

Excellencies,

Ladies and Gentlemen, Dear Colleagues

Let me express my gratitude to His Excellency
Under-Secretary-General Vladimir Voronkov for the informative and very timely briefing today.

We are on the way to the eighth review of the United Nations Global Counter-Terrorism Strategy.

Our preparation process and review meetings make this Strategy a dynamic document adjusted to every Member States’ counter-terrorism priorities.

I commend the efforts of Canada and Tunisia as PGA’s co-facilitators of the intergovernmental review process.

Evaluating our activities in 2022, Turkmenistan would like to focus on the following key achievements in the Central Asian region and on the national level:

First, in March 2022 we adopted the Tashkent Declaration and the Updated Action Plan on the implementation of the GCT Strategy in Central Asia for the next decade. Now this Plan is in its active phase of practical realization.

Second, countries of the region promoted further the OCT activities within the field presence in Ashgabat premises of the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA).

In this context, I would like to mention, that on the 24th of February 2023, the General Assembly adopted the resolution on the Role of the UNRCCA, devoted to its 15th anniversary and co-sponsored by 91 countries. This document especially emphasizes the importance of UNOCT activities in Central Asia and its positive cooperation with the Centre on prevention track.

Third, we strengthened the Dushanbe Process in October 2022 by the results of the International Conference on border security and counterterrorism.

Ladies and gentlemen,

On the national level, Turkmenistan continues to strongly and comprehensively implement the 5-years National Strategy and Action Plan on Prevention of Violent Extremism and Countering Terrorism adopted in 2020. We appreciate the support of our colleagues from the UNOCT team in Ashgabat in adjusting these long-term documents with the global and regional frameworks.

Turkmenistan also actively cooperates with the Counter-Terrorism Directorate. In December 2022 at the open briefing of the CTC on Central Asia, we closely focused on our cooperation with the Committee. I believe we will further deepen this dialogue with the newly appointed Executive Director Madam Natalia Gherman.

In conclusion, I want to express my gratitude to the facilitators of this event and wish all the participants to engage in fruitful discussions.
