Priority Positions of Turkmenistan at the 81st Session of the United Nations General Assembly
As a responsible member of the international community, Turkmenistan consistently puts forward new international initiatives aimed at advancing the ideals and purposes of the United Nations. The upcoming 81st session of the United Nations General Assembly is expected to serve as an important platform for consolidating the efforts of the international community in addressing current issues of peacebuilding, international security and sustainable development.
As an active participant in international processes, Turkmenistan will, within the framework of the 81st session of the United Nations General Assembly, present its vision for addressing the most pressing challenges facing humanity and put forward concrete initiatives aimed at their effective resolution.
The key principles of Turkmenistan's foreign policy have been and remain its firm commitment to its internationally recognized status of neutrality, comprehensive support for constructive dialogue aimed at strengthening peace, stability and security, as well as the development of effective regional and interregional cooperation.
Turkmenistan's strategic cooperation with the United Nations is underpinned by the peacebuilding potential of neutrality and by shared fundamental objectives of preserving peace, strengthening international security and ensuring sustainable development, taking into account national, regional and global interests. These efforts are also aimed at strengthening mechanisms of preventive diplomacy, as evidenced by the range of multilateral documents adopted by the United Nations General Assembly at the initiative of Turkmenistan and the productive work of the United Nations Regional Centre for Preventive Diplomacy for Central Asia, headquartered in Ashgabat.
Throughout the 81st session of the United Nations General Assembly, Turkmenistan will continue to consistently advance ideas and initiatives on current issues of the international agenda and promote the institutional potential and effective instruments of neutrality. Particular attention will be given to strengthening the legal and humanistic foundations of international relations, recognizing the importance of a world free from war for future generations, and promoting the traditions and best practices of dialogue based on mutual trust in the interests of security and sustainable development. These priorities once again demonstrate our country's commitment to the principles of openness, goodwill and constructive cooperation and reflect Turkmenistan's serious and responsible approach, as a Member State of the United Nations, to jointly addressing the most pressing challenges facing the world today.
In this work, Turkmenistan relies on multifaceted cooperation with the United Nations, its bodies, specialized agencies and other international organizations.
Turkmenistan views the upcoming session of the General Assembly as an important stage in consolidating the efforts of the international community to strengthen peace, stability and security.
For many years, our country has consistently put forward important initiatives in this area within the framework of the United Nations and its bodies. Among them are the resolutions “Peace and Trust”, “Dialogue as a Guarantee of Peace” and “The Role and Importance of a Policy of Neutrality in Maintaining and Strengthening International Peace, Security and Sustainable Development”.
At the upcoming session of the General Assembly, Turkmenistan plans to hold, under the auspices of the United Nations, intergovernmental consultations on the development of a Strategy for Universal Peace based on the principles of peace, security and preventive diplomacy.
With a view to promoting a comprehensive approach to strengthening international peace and security, our country advocates the further development of a culture of trust, dialogue and preventive diplomacy. In this regard, Turkmenistan will propose proclaiming 2027-2037 as the United Nations Decade of Dialogue and Preventive Diplomacy.
In addition, our country will put forward an initiative to establish, within the framework of the United Nations, a Group of Friends of Multilateralism and the Sovereign Equality of States.
With a view to implementing the proposal of President Serdar Berdimuhamedov to establish the University of Peace and Neutrality, relevant work is being carried out with the United Nations and its entities. As a next step in this direction, consultations are planned on the establishment of an Academic Centre for Peace, Neutrality and Preventive Diplomacy under the Department of Peace and Neutrality of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
A separate area of the international agenda relates to the development of digital technologies and artificial intelligence. Turkmenistan is initiating the development, under the auspices of the United Nations, of an International Code for the Peaceful Use of Artificial Intelligence in International Relations and Diplomacy. In this context, an international expert dialogue on digital trust and the responsible use of artificial intelligence is planned to be held in Ashgabat with the support of the United Nations.
With a view to further providing comprehensive support for the activities of the United Nations Regional Centre for Preventive Diplomacy for Central Asia, our country will submit for consideration by the General Assembly a draft resolution entitled “The Role of the United Nations Regional Centre for Preventive Diplomacy for Central Asia”.
Issues of sustainable development and international transport cooperation occupy a prominent place on Turkmenistan's international agenda. As a result of the initiatives put forward by the President of Turkmenistan, our country has been consistently strengthening its position as one of the important centres of transport diplomacy.
In this regard, at the initiative of Turkmenistan, the resolution “United Nations Decade of Sustainable Transport 2026-2035” was adopted during the 80th session of the United Nations General Assembly. As part of the implementation of this document, our country will continue its work on the creation of the Global Atlas of Sustainable Transport Connectivity as a comprehensive analytical and information tool for monitoring progress towards the objectives of the Decade.
Turkmenistan will also continue to actively participate in the practical implementation of the Awaza Programme of Action for 2024-2034 and the Awaza Political Declaration.
At the same time, Turkmenistan will propose consideration of the possibility of establishing, on its territory and under the auspices of the United Nations, an International Centre for Sustainable Trade Logistics and Customs Cooperation.
In addition, our country will put forward an initiative to establish, under the auspices of the United Nations, a transregional transport corridor linking South and Central Asia with Europe via the Caspian Sea. The implementation of such initiatives is intended to facilitate the expansion of international transport connectivity, the development of trade and the strengthening of economic cooperation between regions.
Environmental security, addressing climate change and the rational use of energy resources remain among the key areas of cooperation between Turkmenistan and the United Nations and its specialized agencies.
In this regard, our country will propose the establishment of the Ashgabat Climate Dialogue as a new multilateral platform for cooperation aimed at promoting initiatives in the field of climate change and strengthening international cooperation on an institutional basis.
In addition, Turkmenistan will put forward an initiative to strengthen the climate resilience of regions facing serious challenges as a result of drought and water scarcity.
With a view to implementing the provisions of the resolution “The Key Role of Reliable and Stable Energy Connectivity in Ensuring Sustainable Development”, consultations will be held in preparation for the high-level forum “Stable Energy for All”.
The development of humanitarian cooperation occupies an important place in Turkmenistan's foreign policy. Under the leadership of President Serdar Berdimuhamedov, our country attaches particular importance to expanding dialogue and international cooperation in the interests of women and young people.
In this regard, Turkmenistan will continue to develop the Central Asian Women's Dialogue and expand cooperation with the United Nations Peacebuilding Commission and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) within the framework of the Women, Peace and Security agenda.
In addition, efforts will continue to enhance the role and engagement of young people in international relations and peace initiatives, as well as to support the activities of the Central Asian Youth Dialogue. Within the framework of the Youth, Peace and Security agenda, our country plans to promote greater practical participation of young people in international and regional initiatives.
Initiatives in the field of international law also constitute one of the main areas of Turkmenistan's cooperation with the United Nations. At the initiative of the President of Turkmenistan, our country has consistently put forward global proposals aimed at strengthening the role of international law and enhancing its importance in contemporary international relations. One such initiative is the proposal to proclaim 2028 as the Year of International Law.
This initiative once again underscores the particular importance of the Charter of the United Nations and the norms of international law governing relations among States.
As part of the preparations for the Year of International Law, Turkmenistan will propose holding an international forum in the country dedicated to the interrelationship between international law, disarmament, neutrality, preventive diplomacy and sustainable development.
Our country will continue its active work as a member of the United Nations Economic and Social Council (ECOSOC) for the 2026-2028 term, as well as its participation in the work of other bodies, commissions and entities of the United Nations system.
At the same time, preparatory work is under way with regard to Turkmenistan's candidature, during the 81st session of the United Nations General Assembly, for election to the United Nations Security Council for the 2031-2032 term, as well as to other elected bodies of the United Nations.
Thus, Turkmenistan's active and constructive position in addressing pressing issues on the international agenda enables our country to consistently participate in global development processes, strengthen international cooperation and contribute to fostering an atmosphere of mutual understanding, trust and equality.
Turkmenistan's international initiatives are reflected in projects and programmes of regional and global significance. They are united by a commitment to strengthening peace and security, advancing preventive diplomacy, expanding mutually beneficial cooperation, ensuring sustainable development and protecting the common interests of the international community.
The priority positions of Turkmenistan at the 81st session of the United Nations General Assembly further demonstrate the consistency of our country's foreign policy, which is based on the principles of permanent neutrality, peacefulness, constructive dialogue and mutual trust.
The initiatives put forward by Turkmenistan are aimed at contributing to the strengthening of international peace and security, the development of sustainable cooperation and the achievement of common goals for the well-being of present and future generations.
